dropping it (or shutdown) aborts all tasks. Mirrors crate::dataplane::active::ActiveProbes

Abort all current discovery tasks and spawn fresh ones for every
upstream in snapshot that configures dns_discovery. The
resolver is shared across all tasks (one resolver, many upstreams)
and the handle is taken from the CURRENT registry generation
(call after DataPlane::refresh). Upstreams without
dns_discovery spawn nothing.
