Abort all current probe loops and spawn fresh ones for every
upstream in snapshot that configures active_health. Trackers are
taken from the CURRENT registry generation (call after
DataPlane::refresh), so loops probe the same live tracker the
balancer filters with. Upstreams without active health spawn
nothing.
