Snapshot-compiled form of a cors.allowed_origins list (DW-027): the
wildcard flag plus the normalized form of every specific entry,
computed once at snapshot-compile time so the request path never
re-parses config strings (per-request work is the request’s own
origin only). Lives in config beside normalize_origin because
the compiled set is the grammar’s runtime consumer: snapshot
builds it into the route table (snapshot::RouteTable) and
dataplane::cors matches against it. Validation has already
rejected entries that do not normalize, so compilation drops
nothing on any publishable config; entries that would fail
normalization are skipped exactly as the pre-compiled matcher was.
