TCP L4 dispatcher: accept one TCP connection, optionally peek SNI, select the upstream, and splice byte-for-byte.
The dispatcher is stateless beyond the config – each call handles
one connection. The dp (dataplane) supplies the CURRENT
generation’s balancers so endpoint picks follow config reloads.
