GeoIP allow/deny rules on the effective client IP (DW-050, authorization.geoip). Countries are ISO 3166-1 alpha-2 codes (case-insensitive in config, compared uppercase); ASNs are plain numbers. Evaluation mirrors allowed_consumers/denied_consumers: a denied match rejects (403) regardless of the allow lists; a NON-EMPTY allow list admits only matches; empty allow lists constrain nothing. The UNKNOWN case (unresolvable address, no database) matches neither side.
