Expand description

The GeoIP database config (DW-050, gateway.geoip). One MaxMind- format database serves both country and ASN predicates (a GeoLite2-Country, GeoLite2-ASN, or combined database — whichever subtrees it carries are the ones the rules can use). The file is opened at startup (a failed open is LOUD but non-fatal: the gateway serves with geo lookups resolving UNKNOWN) and hot-reloaded: the watcher swaps the reader when the file changes, with no restart.
