Install the aws-lc-rs crypto provider as the process-global rustls default. Idempotent: installing twice (e.g. binary + tests in one process) returns Ok the first time and an ignorable error afterwards.
When the fips cargo feature is ON (DW-111), the binary calls
crate::security::fips::install_fips_provider instead, which
installs the same aws-lc-rs provider (the FIPS-validated code path)
and then runs the self-test to confirm. This function remains the
default install path for non-FIPS builds.
