The FIPS attestation for the /healthz endpoint. Returns the
attestation as a JSON-serializable value. When FIPS mode is disabled,
returns None (the fips field is omitted from the health response).
When FIPS mode is enabled, returns Some(attestation) with the
current self-test result. The attestation is computed ONCE at startup
(by the binary) and stored on the dataplane; this function is the
convenience accessor for tests and the health endpoint.
