Compile one generation’s stream state from the config block. A sink whose compilation fails is skipped with a LOUD error (fail closed — never delivered with placeholder bytes, never fatal to the generation); if that leaves no sinks, the stream is disabled and records drop at offer time with the counters as the witness.
