Refresh the quota observation gauges at scrape time (DW-033): the
current-window usage and the configured cap of every
quota-configured consumer’s every budget, read from the state
store (the same current_usage walk the admin /quotas/usage
endpoint and the near-limit trigger use). Series cardinality is
config-bounded (quota consumers x the closed daily/monthly set).
A consumer REMOVED from the config by a reload keeps its last
series values until restart — the accepted staleness trade of the
scrape-time snapshot model (the rate-limiter gauges carry the same
caveat); the used/limit ratio of a stale pair stays correct
because both series freeze together. No store (quotas inert) or a
store error skips the refresh without failing the scrape.
