Parse a grpc-timeout value (DW-039): 1..=8 ASCII decimal digits
plus a unit — Hours, Minutes, Seconds, milliseconds, microseconds,
nanoseconds (RFC SnH grammar, case-exact per the spec). Values
that overflow the duration space saturate at one day (a longer RPC
budget than that is un-enforceable by this gateway anyway); garbage
is None (the caller treats absence as no deadline).
(Public for the DW-039 unit tests; like strip_hop_by_hop, not
part of the stable public surface.)
