Enumerate the generation’s declared plugins as status entries (DW-158), in config order. Health and digest come from the live PluginLifecycle (WASM local and registry-resolved alike, DW-165) or the NativeRegistry (native names). The dataplane serves this through DataPlane::plugin_statuses (the admin GET /plugins handler) and folds it into dwara_plugin_total{state} at publish time — the same enumeration, so the endpoint, the CLI, and the metric can never disagree.
