degrades to OSS (DW-032). Configurable via
gateway.license.grace_period_days; 0 means no grace (immediate
degradation on expiry). Lives in config (the lowest domain) so both
extensions::licensing (the gate) and snapshot::validate (the bounds
check) can read it without an upward import.
